Subject: Calif. Senate's Budget hearing on May 13.
To:

 *Dear Colleagues:*

* *

Cash for College, CalSOAP and Cal Grant are in danger of being modified or
lost. Please read below. The hearings on CalSOAP and Cash for College were
today. The hearings for Cal Grant are May 13th. The fax instructions below
(from Despina Costopoulos) are for today's hearings. Please use the same
instructions for Cal Grant support.

Students and their families stand the risk of losing Cal Grants that they
believe they have been awarded for this Fall (09/10 school year). They have
sent various deposits, and signed housing and other agreements. I am sure
you can imagine what will happen to these students if they lose their Cal
Grant awards.

*

Higher Education should be accessible to everyone. Please let your voice be
heard!!

*April, 2009*

*Governor's Proposed 2009-10 Cuts to the Cal Grant Program*

=B7 *Proposes eliminating 22,500 new Competitive Cal Grant awards:*

With the proposed elimination of the Competitive Cal Grant Program, 22,500
college-age students would not be offered a Cal Grant award for 2009-10. Th=
e
great majority of Competitive Cal Grants are used by women who are on
average 30 years old, with children, earning about $15,000 per year.

=B7 *Proposes decreasing the Cal Grant value at UC/CSUs if fees
increase: *

Would* *partially decouple the current fee-financial aid policy by not
providing adequate Cal Grant funds to cover increases at the University of
California and the California State University; Under this scenario, the CS=
U
maximum Cal Grant award will be $3,240, regardless of increases in system
wide fees; the UC maximum award will be $7,542 regardless of increases in
system wide fees; *About 116,860 new and continuing Cal Grant recipients
would be affected by the decoupling of Cal Grant awards from undergraduate
fee increases at the public institutions.***

=B7 *Proposes decreasing Cal Grant maximum award amounts:*

Would reduce the maximum Cal Grant award for new students enrolling at the
State's independent and private institutions from $9,708 to $8,322; *About
9,600 new Cal Grant recipients would be affected by the reduction of the Ca=
l
Grant award at independent and private institutions.***

=B7 *Proposes rolling back income ceilings:*
Would roll back the current family income ceiling for 2009-10 to 2008-09
levels. *Given this scenario, **an estimated 2,110 students would no longe=
r
qualify for a Cal Grant award. *

Subject: UPDATE RE: TOMORROW'S BUDGET HEARING
Importance: High

Good afternoon everyone,

Consider the time spent on proposed Cal Grant cuts on this morning's call a=
s
a big "heads up". The hearing tomorrow has been scaled only to discuss
outreach and other higher ed issues. Therefore, the Cal Grant cuts will NOT
be taken up tomorrow, but will be taken up at the Senate's Budget hearing o=
n
May 13.

What WILL be taken up is outreach. I have attached a Cash for College fact
sheet which can be used to tailor your letters. I've also included a CalSOA=
P
fact sheet. In your letters, it would be great to thank the Assembly Budget
Subcommittee for protecting Cal Grant program funding, ask them to continue
to protect Cal Grant funding, and stress the importance of Cash for College=
,
Cal-SOAP and public awareness funding. Discuss the impact that your program=
s
have created through Cash for College and CalSOAP, if you are a CalSOAP
consortia. It's good to keep your letters to 1 page and state your support
in the first few sentences.

The hearing is scheduled to begin at 4:00 PM tomorrow.

Please address your support letters for Cash for College, Cal SOAP and Cal
Grant public awareness funding to the following address. Please fax them to
the Budget Committee Chair's Office (fyi, Wilmer Amina Carter is an
assemblywoman) and send me an e-copy in case the budget office doesn't get
it, we can provide it during the hearing. Feel free to call me if you have
questions at 916-712-0743. Thanks everyone!

Fax: (916) 319-2162

Address in the following way:

 The Honorable Wilmer Amina Carter
Chair, Assembly Budget Subcommittee No. 2, Education Finance
