Subject: [TRIO] Department Releases Letter Regarding On-Site Monitoring Contract
To: [log in to unmask]

July 23, 2008

Dear Colleague:

Yesterday, the U.S. Department of Education sent the attached letter
from Dr. Linda Byrd-Johnson, Director of the Office of Federal TRIO
Programs, to all TRIO project directors announcing that the Department
has awarded a contract to monitor TRIO grantees to American Institutes
of Research (AIR). In the letter, Dr. Byrd-Johnson explains that over
the next eight months, AIR will visit approximately 45 institutions and
conduct on-site reviews of more than 160 TRIO projects. (Information
about the "Institutions Monitoring Index" the Department used to
determine which institutions will be monitored is attached at the end of
the letter.) Dr. Byrd-Johnson assures TRIO Project Directors that this
monitoring will supplement - and not replace - the work of Federal TRIO
Program Specialists, who will continue to be the first contact for
inquiries and concerns.

In accordance with comments Dr. Byrd-Johnson shared with COE's Board of
Directors back in May, each institution selected for review will receive
a notification letter a few weeks in advance of a site visit. Although
the Department has declined to release a comprehensive list of the
institutions selected for review, we were able to obtain a proposed list
of institutions to monitor, which is available here:
http://www.coenet.us/files/bulletin_board-Appendix_B_Institutional_Risk_
Model.pdf
<http://www.coenet.us/files/bulletin_board-Appendix_B_Institutional_Risk
_Model.pdf> .

If you receive notification of a site visit, please feel free to contact
us if you would like assistance in preparing for that visit. Also,
please note that the Government Relations team will be hosting its
biweekly conference call this Thursday at 2:00 p.m. (Eastern). If you
would like to participate in the call, please dial 1-800-747-5150 and
use Access Code 4445658.

Sincerely,

Heather Valentine

Vice President for Public Policy and Government Relations

Council for Opportunity in Education
