SSS DRAFT Application for Grants Released: Comments Due August 8, 2008
The Department of Education released a DRAFT APPLICATION FOR Student Support Services GRANTS on Wednesday, July 9th in the Federal Register. Comments from the public are due on or before August 8, 2008. After the 8th, the Department will compile the comments; follow the clearance procedure; and publish the final Application for Grants with the Closing Date making appropriate changes if needed based on comments received. There is no specific timeline for this process but the TRIO Division has assured the TRIO community that the grants will not be due before mid to late October, 2008 at the earliest. 
Written comments should be addressed to the Office of Information and Regulatory Affairs, Attention: Education Desk Officer,
Office of Management and Budget, 725 17th Street, NW., Room 10222, Washington, DC 20503. Commenters are encouraged to submit responses electronically by e-mail to [log in to unmask] or via fax to (202) 395-6974. Commenters should
include the following subject line in their response ''Comment: [insert OMB number], [insert abbreviated collection name, e.g., ''Student Support Services Grant Application"]. Persons submitting comments electronically should not submit paper copies.
Highlights of the Draft Application (with emphasis added) include::

***PAGE LIMIT: "Part III, the program narrative is where you, the applicant address the selection criteria (34 CFR 646.21) that reviewers use to evaluate your application (for the 100 points.). You must limit Part III, the program narrative to no more than 65 pages using the following standards:
A "page" is 8.5" x 11", on one side only, with 1" margins at the top, bottom, and both sides. Page numbers and an identifier may be within the 1" margin. 
Double space (no more than three lines per vertical inch) all text in the application narrative, including titles, headings, footnotes, quotations, references, captions and all TEXT in charts, tables, and graphs. 
Use a font that is either 12 point or larger or no smaller than 10 pitch (characters per inch.) 
Use one of the following fonts: Times New Roman, Courier, Courier New or Arial?" 
****STANDARDIZED OBJECTIVES: 
1. "Persistence Rate: _____% of all participants served?will persist from one academic year to the beginning of the next academic year or graduate and/or transfer from a 2 year to a 4year institution during the academic year. 
Good Academic Standing Rate: _____% of all enrolled participants who meet the performance level required to stay in good academic standing at the grantee institution. 
Graduation Rate/Transfer Rate (2 year institutions only): ____% of new participants served each year will graduate with an associate's degree and/or transfer to a four-year institution within 4 (four) years. 
Graduation Rate (4 year institutions only): _____% of new participants served each year will graduate within six (6) years.
