Dear Colleague, As you know, on February 13, 2008, the U.S. Department of Education posted a draft of the Upward Bound programs' annual performance report (APR) for a public comment period of 60 days. We are grateful that, during that period, you and 22 other individuals expressed your thoughts about the draft APR. Based on the public comments and on other issues that have come to our attention, we have made a number of changes in the draft. After making these revisions, ED submitted the APR to Office of Management and Budget for review and released it again for a second public comment period (this one lasting 30 days). A notice of these actions appeared in the Federal Register on June 16 (http://www.ed.gov/legislation/FedRegister/other/2008-2/061608b.html).
